Just out of curiousity, why? Do you have a philospohical objection to TVs in public places, or do you just like the idea of secretly turning them off and leaving people to wonder what happened?

Personally, I hate having the TV going all the time. It's just background noise, usually advertising something.

All of the televisions in public I've encountered have been set on 'annoy'. Maybe I'm just getting old, but I'm really sensitive to noise pollution lately.
